Freedman / Freewoman of the Town - Legislation

I have been asked about the awarding of the Freedman / Freewoman of the Town posthumously - my initial response was this is not allowed, as it can only be awarded to a living person.

Please can someone point me in the right direction to confirm that Freedoms can / can not be awarded posthumously?
