Which robes and chain should take precedence for a Borough Mayor who is also a Town Councillor in the town where the service is being held for the Remembrance Day service please?
The service is being hosted by the Town Council with the local Town Mayor as lead.

I think which robe the .Borough Mayor wears depends on what capacity he is a trending the ceremony. If the Borough Mayor would normally attend and wear robes then I would suggest these are worn. However, if the Borough Mayor does not normally attend then he should attend as a Town Councillor only and wear those robes. I think that is how I would solve the problem.
If it is a Town Council organised event, held in the town (parish) the Mayor is the first citizen and takes precedence.
If the town is within the borough, then the borough Mayor has precedence over the Town Mayor, but it would be mean spirited to use sharp elbows at a town council event. Shouldn’t the borough Mayor be elsewhere within the borough at a high profile Remembrance Service organised by the borough Council?
The key here is that it is the same person the local councillor has been elected/appointed as Borough Mayor
The Borough and its offices cover all parts of the Borough, and in terms of precedence come after the Lieutenancy, High Sherriff etc
Town and Parish Chair/Mayor would then follow
A useful compromise has been for the two Civics to march and lay wreaths together
On a personal note, I served as Borough Mayor a decade ago and attended a major function in my own town ( where I was a town councillor as well as borough councillor) to find that the town mayor had been telling those present that he had “allowed” me to attend
He and the town council were corrected swiftly after the event
